Kelly David Hoover

Kelly David Hoover, 63, of Martinsburg, passed away unexpectedly Saturday, March 15, 2025 at his home.
He was born in Altoona, son of the late Richard S. and Cecelia L. “Silkie” (Imler) Hoover.
Surviving are a son, David A. Hoover (Francine) of Shippensburg; and four grandchildren: Brunie, Guichelle, Chloe and Elijah.
He was preceded in death by a brother, Wendell Brian Hoover.
Kelly was a 1979 graduate of Central High School, Martinsburg and in 1984, received his associate degree in Mechanical Engineering from Penn State. While at Penn State he was a member of Tau Epsilon Chi honorary fraternity. After finishing school, he was employed as a Survey Instrument Operator at SO-Deep Inc. in Manassas Park, Va. Kelly then worked for a short time as an Engineering Technician at Pellegrini Engineers in Altoona and then for a year at the PA Department of Environmental Resources. In 1991, he began his 31 year career with the PA Department of Transportation, where he worked as an inspector in charge of several contracts and in 2022 finished his career with PennDot as a Permit Inspector for Bedford and Fulton County.
Kelly was a member of the Saxton Sportsman Association. He loved watching sports, especially the Pittsburgh Steelers, Pirates, Penguins and Penn State Nittany Lions. He was also a big fan of NASCAR and his favorite all time driver was Dale Earnhardt.
Friends will be received from 11:30 am until 1 pm, Saturday, March 22, 2025, at John K. Bolger Funeral Home Inc., Martinsburg, where a funeral service will begin at 1 pm, Mr. Daniel Horton officiating. Interment will be held at Fairview Cemetery, Martinsburg.
